Iowa Jobs Training Program (260F)

The Iowa Jobs Training Program, or 260F, is a state-sponsored program that helps Iowa businesses train and develop existing employees. It is designed to strengthen Iowa's incumbent workforce, improve business competitiveness, and support skill development that aligns with employer needs.

The program provides forgivable loans to eligible businesses and may reimburse up to 70% of approved training costs. Program funds are limited, are not guaranteed, and remain subject to Iowa Workforce Development (IWD) review and approval.

 

More About 260F

Funds are processed on a first-come, first-served basis through a formal application process. Businesses can work directly with Kirkwood Community College's Program Manager to confirm eligibility and complete the required documentation. Submission of an Agreement of Intent (AOI) or an application does not reserve funds and does not guarantee an award. Available funds are finite, and every application is subject to final review and approval by IWD.

 

To participate in this program, businesses and industries must be engaged in interstate or intrastate commerce for one of the following purposes:

  • Manufacturing, processing, assembling products, warehousing, or wholesaling
  • Conducting research and development
  • Providing services in interstate commerce
  • Maintaining a business site in Iowa where the training will be delivered


Service-providing businesses must serve customers outside of Iowa. Additionally, program services are available only to employees who are currently employed by the business and for whom the business pays withholding tax.

 

The following criteria may affect eligibility:

  • Businesses engaged primarily in retail sales or in providing health or other professional services are not eligible
  • Businesses involved in a strike, lockout, or other labor dispute are not eligible
  • Businesses that close or substantially reduce their workforce in Iowa in order to relocate the same operation to another area of the state are not eligible for program services for three years after the new operation opens
  • Temporary employees are not eligible for program services

260F Can Cover the Following:

  • Training cost (includes essential skills, computer, technical, safety, and Lean training)
  • Materials
  • Rental fee for the training facility
  • Instructor travel/lodging expenses when brought on-site
  • Assessments related to the training listed on the application
  • Only Iowa employees

260F Cannot Apply to:

  • Employee wages
  • Meals
  • Employee travel expenses
  • Equipment
  • Hardware and software
  • Internal training
  • College credit classes
  • Executive-level positions, including presidents, CEOs, CFOs, vice presidents, and other primary decision-makers may not be eligible
  • Training is not required to be provided through Kirkwood, although Kirkwood may serve as the training provider. If training is completed through Kirkwood, funds are applied directly to the training invoice. If training is completed through a third-party vendor, the company must pay the invoice in full and then submit documentation for reimbursement.
  • The maximum funding available is $100,000 within a rolling three-year period
  • The maximum amount available in a one-year period is $30,000
  • Training start and end dates may span up to one year. The training start date must be after the date the AOI was signed, or, if no AOI is used, after the application is filed.
  • The program requires a 70% funded/30% company cash match and includes a 15% administrative fee. The company is responsible for 30% of the administrative fee.

A community college may apply for a consortium loan on behalf of two or more businesses located within the same district that share a common training need. Kirkwood Community College offers several training products that qualify for consortium funding. Participating in consortium funding through the community college does not affect a business site's eligibility for individual project assistance, including annual and three-year maximum award limits.

 

No, an Agreement of Intent (AOI) is not required to apply for funding. The AOI only documents training that may begin before an application is filed. The AOI does not reserve funds, does not guarantee funding, and does not give an application priority over any other submissions. Applications are submitted to the state only after they are completed in full and are processed in the order they are received into Kirkwood's system.

The AOI is a non-binding document. If no application is submitted, the AOI will be discarded after one year. Although an AOI is not required with every application, once an AOI has been paired with an application, a new AOI is required for any future submission.

    • Provide a history & description of the business
    • Describe what products are manufactured by OR what services are provided by the business
    • What percentage of the business sales are outside of the state of Iowa
    • Does the business have plans for future growth/ product diversification? Yes/No, and please explain.
    • How will the skills, knowledge, and abilities of employees increase as a result of this training?
    • How will the competitive stance of the participating business improve as a result of the employees receiving the training?
  • Employee Information
    • How many permanent employees, full-time employees, and/or part-time employees does the business have?
    • What is the average hourly wage for all full-time employees?
    • Does the business provide health insurance?
  • Training Plan
    • Training start and end dates (up to one-year time span. Start date must be after date application is filed, unless an agreement of intent is in place)
    • Training titles, costs, and detailed descriptions. 
    • Job titles, number or employees per job title to be trained, average wage per job title to be trained.
    • Training activities include: vocational and skill assessment and testing, consulting, evaluation, job-related training, etc.
    • Include all direct costs associated with each training, including trainer cost, materials, supplies, facility cost, transportation, meals, etc. Do not include employee wages in the training cost.
    • Total cost for all trainings. To meet the $30,000 max award, the total cost for training must be under $37,265.
    • Explain why the business needs the training.
    • Describe how the training will contribute to the continued existence of the business.
    • Describe the skills the employee will acquire from the training and how will these skills improve the employee’s marketability.
  • Solid & Hazardous Waste
    The business will need to complete information regarding solid and hazardous waste, including:
    • If the business generates hazardous waste.
    • Any citations for the business or anyone connected to the business in 5 years.
    • Any referrals by the Department of Natural Resources to the Iowa Attorney General.
    • Any legal violations in the past 3 years.
    • Solid waste vendor, contents, and reduction plan.
    • Hazardous waste vendor, contents, and reduction plan.

NOTICE: THE APPLICATION WINDOW FOR FY27 WILL OPEN ON JULY 1, 2026.

Complete Kirkwood's online application form and submit all required information, including the business certification page, employee job titles, and wages. Applications are accepted July 1 - June 30, and must be submitted within the applicable funding year.

Kirkwood will review your application and assist with any needed revisions before submitting it to Iowa Workforce Development for final approval. Funding is limited and not guaranteed.

Approved companies must sign a contract within 10 business days and complete a performance report after training is complete.

Iowa New Jobs Training Program (260E)

The Iowa New Jobs Training Program, or 260E, is one of the most beneficial tax credit incentives that the state of Iowa offers. 260E allows companies to receive up to a 3% Iowa withholding tax credit for each net new job created over 10 years. This tax credit provides the employer with 100% reimbursement for training expenses.

Additionally, up to 50% of the training fund can be reimbursed for on-the-job training wages, while the remaining can be used for ongoing training.

 

More About 260E

The program is financed through bonds sold by Kirkwood Community College. 

Depending on wages paid, the business then diverts 1.5 or 3% of the Iowa state withholding taxes generated by the new positions to the community college to retire the bonds. This structure then allows the training to be available at essentially no cost since the bonds are retired with dollars that otherwise would have been paid to the state as withholding taxes. 

In addition to increasing worker productivity and company profitability, businesses participating in the Iowa Industrial New Jobs Training Program may also be eligible a corporate tax credit if Iowa employment is increased by at least 10%.

 

  • Must be located in, or relocating to Iowa
  • Must be engaged in interstate or intrastate commerce for the purpose of manufacturing, processing, assembling products, warehousing, wholesaling, or conducting research and development
  • Service-providing businesses must have customers outside of Iowa
  • Cannot have closed or substantially reduced its employment base at any of its other business sites in Iowa in order to relocate substantially the same operation to another area of the state

Workforce Training & Economic Development Fund (WTED)

The Workforce Training and Economic Development (WTED) program is designed to enhance the skills of Iowa’s workforce, promote economic growth through job placement and training services, and increase the competitiveness of Iowa businesses by fostering high-performance workplaces and encouraging investment in employees.

 

More About WTED

  • Applications are approved internally (in-house) at Kirkwood Community College
  • All training must be arranged through Kirkwood Community College
  • Eligible training courses include essential skills, computer, technical, safety, and lean training
  • Funding is limited to $75,000 in a rolling three-year period
  • Maximum award in a single year is $50,000
  • Although there is no maximum award amount per application, the training must be scheduled with defined training dates and must occur in the current fiscal year
  • WTED operates on a 50/50 cost match with no administrative fee
  • When classes are arranged through Kirkwood, you are invoiced for half of the training cost, while the other half is deducted from your award amount. No additional paperwork is required after the application is completed.

 

The WTED program yields a variety of benefits, such as:

  • Enhances the skills of Iowa's workforce
  • Fosters economic growth and supports the creation of high-skill, high-wage jobs
  • Promotes competitive, high-performance workplaces and encourages investment in workers

 

Companies can apply for funding in four steps:

  1. Arrange all training through Kirkwood Community College.
  2. Complete the WTED application.
  3. Once your application is completed, email a copy of the application as a Word document and the signature page (last page) as a PDF to kct.finance@kirkwood.edu
  4. Your application will be reviewed and you will be notified if any changes or additional information are needed.
